Meeting Minutes December 12, 2020

Board Trustees present: Natanya Watkinson, Linda O’Brien, Kathleen Warm, Dennis Leff, H.N. Bitter.Board meeting called to order by Natanya at 9:33 am.
Items discussed
Unit Clean-up Discussion - Unit 15 had about 8 people. Branches were cut, and green areas were cleaned up. About 8 bags of trash were collected. It was mentioned that the weather was very cold, and that could be why more people did not show up. The next clean-up will be Jan. 9 in Unit 15 again from 1:00 pm to 4:00 pm, and the trash pick-up may be coordinated with Phillip. Would like to have people from the unit help. Discussion on how large the unit is, the condition of various lots and trailers, and how to get rid of the neglected ones. Future areas of concerns are Pecan Road, mostly trash. Unit 3 has abandoned trailers. It might be possible to have them pulled out, and also clean up the Fort’s lots.
CC BOD Nominee Discussion - The 3 positions are Linda O’Brien, Vice President; Allison Watkinson, Treasurer; Kathleen Warm, Secretary. These are 2-year terms, and you may only hold the position 3 consecutive terms. Nominations will be accepted at our January 9, 2021 meeting. Information will be posted on our web site and in the Dispatch.
FCD tokens - Kathi asked for approval to get more wooden tokens from Shafter and give them to Admin. to give to visitors. It was approved.
Golf Cart tour of homes - RV park Dec. 21, 2020 at 6:00 pm. Dennis will coordinate it and it will be advertised in the Dispatch.
Community Council meeting
The meeting was held at the BOD room and called to order by Natanya at 10:02 am. There were 14 members present and the meeting was also viewed via Facebook.

November 14, 2020 minutes - Kathi said minutes were approved via e-mail and are posted on our web site.
Treasurer’s report - Natanya presented the November 30, 2020 balances for Community Council and Fort Clark Days. Reports are posted on our web site as are the checkbooks.
E-mail votes - Kathi noted that the Board did approve the minutes via e-mail.
GM Update-Alan Peterson - Alan updated the Christmas Parade. We have 38 motel rooms and 13 have been remodeled. Adult center was decorated by the garden club. Landscaping crew are our employees. He stressed that he would like all the Fort landscaping, mowing, tree trimming be done by our staff. They will continue to work on areas such as the pool and Rendezvous Park. He would like a report from Community Council regarding number of volunteers that help with projects and hours spent on each project. Cook books were donated to Adult Center library. Sherri is looking for volunteers to help with activity ideas for 2021. Discussion about having other events for people to do. When committees start a project, please let Julie know when and where, so it could be posted on the Dispatch. Re-open the ceramic shop with someone dedicated to operating the kiln. Kellen was mentioned. The Children’s Craft Fair was a huge success. People were there for 1-3 hours. People were doing some more work on the stables. It is hoped that Creekside could open up at end of January, but it depends on approval from state officials.
Old Business
November Movie Review - “Playing with Fire” was shown as it was suggested that we do a non-animated movie.
A lengthy discussion about showing a movie about Fort Clark or a historical one. Churchill was the last one. Suggestions were “Patton” or “Arrowhead” as that movie was filmed here. Questions-Do we have to deal with Swank? Can we buy the film from Sutler and show it? We are a non-profit organization, so there may a conflict. Many questions and thoughts followed.
New business
December Movie Update - “A Christmas Story” will be shown on Dec. 19 at 4:00 and 7:00.
January Clean-up - The next clean-up will be Jan. 9 in Unit 15 again from 1:00 pm to 4:00 pm.
Las Moras Project Update Presentation/Chris Hale - The committee consists of Chris Hale, Linda O’Brien, Russell Nowell, Helena McBride, Tim Ward, and Robert Mumme. We are the 3rd largest spring fed pool in the state. The committee is responsible for choosing different projects to concentrate on. The pool is now the main concern. It is not structurally safe, but it is safe for the public. Concern is that if we get some major spring rains, part of it could give way. The area that is failing is on the spillway, and the condition is getting worse. Grant money of $10,000.00 has been applied to the engineers that are looking at the pool and surrounding area to see what could be done. The entire process will be costly and no time line or completion date was given.
Forum Guidelines Presentation - Natanya read the forum guidelines, and they will be posted on the Dispatch. They are also on our website.
FCS Bylaws Committee presentation - The committee consists of Sharon Gregorc, Memo Guzman, Sandy Herman, Travis Huey, Barbara McFadden, Linda O’Brien, and Judi Winchell. Linda gave a short talk about what the committee is doing and where it is going with the FCS Association bylaws to bring them current with appropriate corrections. A workshop is being planned Dec. 14th, Monday at 6:00 pm in the BOD room. Everyone is welcome to attend and learn.

Announcements - Natanya mentioned that “The Red Door” is now accepting donations and hours were given. Kate Burkhart mentioned the new hours for Line Dancing which are held at the Teen Center Tuesdays at 10:00 am and Thursdays at 7:00 pm.
