Meeting Minutes June 13, 2020

Board trustees present: Natanya Watkinson via Zoom, Linda O’Brien, Allison Watkinson, Kathleen Warm. Member-at-Large: H.N. Bitter.
Items discussed: Member-at-Large. Joe Alackness declined. Warren Thompson Is not a property owner. Stephen Foxx is going to serve on the Pool Committee. Dennis Leff agreed to fill the member-at- large position. Natanya motioned to accept Dennis Leff to fill the position. Linda O’Brien seconded it and motion carried. Unit 3 Clean-up review. Jason Long was not too happy with the green area, so people concentrated on that. Linda mentioned that a disclaimer form should be devised so that we can help those elderly or handicapped people clean up their property. Kathi mentioned that maybe the owners should list the 3 most important tasks to be done. The next scheduled clean-up for Unit 3 would be the first weekend in August from 8:00 to 11:00. Allison mentioned that Community Council could pick out a project for the first Sat of each month like Cavalry Brigade used to do. The next unit that we may work on would be Unit 1. We would need volunteers from Unit 1 to help. It was mentioned that Mrs. Martinez had some suggestions. Monthly Movies. We are planning on having a movie in July if we get all the paperwork approved. It would be outside at Post theater. Concessions may be sold. No movie picked out. Discussions that maybe we could show a movie more geared to older students and adults. Suggestion was that maybe we could show a patriotic movie in July. 4th of July. The board approved $200.00 to donate to 4th of July event. Linda gave an update about the day’s events and time schedule. FCD. The next meeting will be next Thursday at 6:00 at the adult center.
Community Council Meeting
The meeting was held at the BOD room. It was shown on Facebook, live streamed and Zoomed. It was called to order by Natanya at 10:01 am.
There were 9 members present, 1 participated via Zoom, and about 62 views on Facebook.
Invocation H.N. Bitter delivered it and followed by the Pledge of Allegiance.
Correspondence None
Minutes of May 3, 2020 Kathi said minutes of May 3, 2020 were approved by the board via
e-mail with corrections. They are posted on our web site.
TREASURER’S REPORT
Allison posted a copy of FCSCC balance of $986.49 as of May 31,2020. Allison posted a copy of FCD balance of $7,903.14 as of May 31,2020. It was noted that $22.00 for stamps should be reimbursed from FCD account to FCSCC account.
OLD BUSINESS None
NEW BUSINESS
4th of July
Council donated $200.00 for the event. Linda O’Brien gave a lengthy report. Pool will remain open as usual. Parade of vehicles will start at the High School and continue to the Butcher Block. Parade starts at 6:00 and ends at the Butcher Block. Please practice social distancing, do not throw candy. D.J. will play music, but no social gathering if dancing. She mentioned that Brad Coe suggested it with little notice, but everyone agreed the Community needs this to happen. A written proposal will be given to FCSA Board. There will be some vendors. It is an open gate event. The D.J. will charge $300.00. H.N. Bitton volunteered to help with a sing along for Patriotic songs before the fireworks start. Masks are not required, but bring them along. Trash pickup will be coordinated with Phillip. Volunteers are needed Sunday morning to help clean up the trash. Questions-- Woody Trotter asked about having a political table. Memo Guzman also mentioned that the Democratic party should have one also. It was stressed that the event is not a political one.
Monthly Movies
Natanya gave details about the July movie which will be shown July 11. The movie choice will be based on what Swank has. Suggestions were a historic movie, or a movie geared toward adults. Announcement would be placed on the Dispatch and in the paper. Concessions might be available if movie is shown outside on the Post Theater wall.
Committee Chairs Needed
1. Ghostly Tours H.N. Bitter will chair.
Needed Drivers, tour guides, someone to check in people, marketing, and decorating.
Discussion Digital stories are being planned for the tour guides. 3 wagons are needed. First one leaves 7:20 with last one at 11:20. It will be for 2 nights, and anytime in Oct. Date is dependent on high school football. Kimberly Munoz volunteered to help with marketing. Linda O’Brien volunteered to learn about being a tour guide.
2. Clean-up Projects Chair still vacant.
Unit 3 had about 20 volunteers and worked on the green area and 4 FCSA lots. Half the volunteers were from Unit 3. It was suggested that Community Council do designated clean-up area first Sat. of each month from 8:00 to 11:00. Open requests for area clean-ups will be placed on the Dispatch. Older people, handicapped people, and absentee owners could request help, but would have to sign a disclaimer. Linda O’Brien and Allison will google and see if they can find a form. Once the form is ready, it will be available on our website.

Next Clean-up Project
No area selected, but will be starting first Saturday of August. Major discussion about eyesore areas.
1. Who is in charge of the arbor area and the roses? Garden Club is not doing it.
2. A major eyesore is the “butterfly garden” with all the weeds. That would be something the architectural committee needs to address. It was suggested that the person concerned go to their meeting.
3. Who is in charge of the toilets by the pool? Doors are missing and they are dirty. It was explained that Security cannot police the area on a regular basis, and the toilets and sinks have been replaced too often and we cannot stop the vandalism. Perhaps a project could be cleaning up the area around the pool and spill way to the creek. Pick up garbage, limbs, and other weeds.

Member Comments There are no lights by the sign board at the entrance. This was requested years ago. The Empty Saddle does not have a light illuminating it.
Announcements June 20, Kinney County Shalom will meet at Civic Center and work from 8:00 to 11:00. Work will be from Gove Street and work west on Spring Street. A light lunch will be provided.
COVID-19 testing will be done at the Civic center today. No appointment necessary.
