Meeting Minutes March 12, 2022

Board trustees present: Frances Bitter, Dennis Leff, and Kathleen Warm. Absent: Helena and H.N. We had a quorum.
Board meeting called to order at 9:40 am by Kathi.
Items discussed
Donating leftover soda/water that was donated by Coca Cola for other FCSA venues. We are a 501 (c) 3 organization and we can not sell any items that were donated to us. Kathi motioned to keep all products for FCD 2023, Dennis seconded. Motion passed.
Bob Hendricks gave some details about the cost of the flys, the wooden braces, the rope, and wooden dowels. He mentioned that the 2 flys were about $500.00, and the cost of the braces, paint, and rope would be about another $500.00. We have to find out how much money we have to put aside for 2023 infrastructure FCD before deciding if we want to designate the funds for these items.
Marcia Coffman and Frances gave some information about what they would like for the ladies’ tea. Real teapots, some serving utensils, dish towels, some storage containers. These items would be just for the tea.
The transfer of $200.00 done in July, 2021 was tabled until we get more information about why it came from FCD account into CC account. Do we need to transfer the money back to FCD account?
Community Council Meeting
The meeting was called to order at 10:05 am by Kathi. There were 11 members present.
Moment of Silence and Pledge of Allegiance- Silent prayers for the people of Ukraine and rain for Kinney County with Pledge of Allegiance following.
Secretary report- Minutes of February 12, 2022 were approved via email and posted on our website.
Correspondence- Kathi read the letter from Elijah Pinales thanking us for the donation to his rabbit pen.
Treasurer’s report- FCSCC has a balance of $1,079.39. FCD has a balance of $7,269.76. Kathi noted that a check for $1,000.00 was just given to Stephen Foxx. That was not reflected in the current statement.
OLD BUSINESS
Dennis gave a detailed explanation of why we cannot sell the soda/water or give it to people for resale. He also explained that it was a good effort to give the items away at FCD’s just for donations. But in retrospect, we should have bought them at a discount and then sold them at a higher cost. FCD lost some money by doing this.
Bob explained again about the flys to the audience. Kathi mentioned that CC would like to reimburse Bob and Russell for the items that they purchased. Bob did not feel it was necessary.
NEW BUSINESS
Marcia and Frances gave a report on the success of the tea, what they would like to buy and why. They would like to purchase some real teapots, some serving plates and some serving utensils. The ladies thought they could get what they wanted for $200.00 or less. Main reason to purchase these items is because they would be used for FCD’s, and they would not have to borrow other people’s fine china or utensils. No decision was made as to how much CC would give them until we find out what the requirements are for 2023 FCD infrastructure funds.
MEMBER CONCERNS/COMMENTS
A very lengthy discussion about the pros and cons of this year’s Fort Clark Days event. The items discussed were emailed to Robert Mumme for the FCSA BOD.
Barricades, vehicle traffic in the food row. Golf carts in the food row that are not handicapped marked. Getting signage up to the arts and crafts section. Moving some food vendors up to the museum to spread them out. Better policing the people that came in, did not pay and just parked anywhere.
It was mentioned that if we had these problems with 2 to 3 thousand people coming through the gate, would be able to handle 20,000 -30,000 coming here in April, 2024 for the solar eclipse?
