Meeting Minutes May 14, 2022

Board trustees present: Helena McBride, H.N. Bitter, Frances Bitter, Kathleen Warm. Absent: Dennis Leff.
Board meeting called to order by Helena at 9:30 am.
Items discussed
How much money to give to Preservation and do we want to do it? H.N. gave a report on how much money they have, what is committed and what funds are needed for emergency repairs. A very lengthy discussion followed. Allison gave a report on her thoughts on what our donation could be used for. She mentioned Seminole bathrooms or sink remodeling in the Post Theater.
Kathi noted that there was a discrepancy in FCD bank balance and the Income/Expense report. Frances would correct it.
Community Council Meeting
The meeting was called to order by Helena at 9:55 am. There were 9 members present.
Moment of silence followed by Pledge of Allegiance.
Secretary’s report: minutes of April 9, 2022 were approved via email and are posted on our website.
Treasurer’s report:-April 31, 2022 balance in Fort Clark Day Account is $7,423.07. April 31,2022 balance in Community Council Account is $2,577.49. It was noted by Kathi that there is a discrepancy of about $2,000.00 from the bank statement and the income/expense report.

NEW BUSINESS
Fort Clark Days seed money.
Allison gave a report on how much money is needed to start FCD 2023. There was a question as to how much money was in the FCD account. Allsion gave an estimate on how much it costs for the Living Historians cost to come here, find lodging and feed them. She thought that $3,500.00 would be enough. Steven Foxx thought that $3,500.00 would be a start. Kathi made a motion to set aside $4,000.00 from FCD account for FCD’s 2023. Sandy Herman seconded and motion carried.
Money to Preservation.
Allison gave a presentation on items that could be considered for improvements. Mentioned were bathrooms in Seminole Hall, repairing the sink at the Post theater, installing an outside sink to be used for cleaning brushes, and other items used by Old Quarry. H.N. mentioned about repairs that always need to be done at NCO club. There are 10 window sills that have to be replaced. Many other buildings need repairing. A very lengthy discussion followed with many people making suggestions. Linda O’Brien suggested that Community Council focus on fixing up the Adult Center to be used for groups that come here and want a place to sleep, i.e., cyclists, youth groups, and Living Historians were among the suggestions. It was noted that we are a 501(c3) and our contribution to the Preservation Committee has to be used on the outside of the historic buildings.
Helena motioned to give $1,000.00 to Preservation. Kathi seconded and motion passed. After a lengthy discussion, it was agreed that Community Council could earmark $2,000.00 to be used for interior repairs in the adult center.
It was agreed that an ad-hoc committee form to present a proposal to Mr. Peterson about renovating the Adult Center. The committee consists of Bill Herman, Frances Bitter, Steven Foxx, and Allison who will chair the committee.
COMMENTS/ANNOUNCEMENTS
Linda O’Brien gave a detailed report about the progress of working on the ladders in the pool and volunteers are needed. She also gave an update on the arbor grounds. It is almost done, but volunteers are needed for a few more times to finish it.
Linda also asked the board to approve her request to borrow Community Council’s movie equipment to show some movies, one of which is Ukraine in the early 1930’s. Board approved.
Allsion said that they are still doing kid’s café every day. Food is provided by South Texas Food Bank, and a food handler’s license is necessary.
Helena mentioned that she is still in the process of seeking a grant for a small compactor for recycling.
Next meeting is June 11, at 10:00 in the BOD room.
There being nothing further, Helena adjourned the meeting at 11:05 am.

Addendum. The board voted earlier via email to approve Allison Watkinson the use of our movie equipment to show a movie to the second-grade students. Teachers and parents will pay for the movie rights so there won’t be any cost to Community Council.
