Meeting Minutes November 9, 2019

Board Trustees present: Allison Watkinson, Steve Giblin, Sandra Vance, Bob Hendricks, and Kathleen Warm.
There were 12 members that signed in.
The meeting was held at the FCSA boardroom and called to order by Allison Watkinson at 10:02 a.m.
Invocation was given by Steve Giblin followed by a tribute to all present that either served in a military branch or has a spouse or loved one that did serve or still does serves.
Minutes of September 14, 2019 meeting were read, approved by Steve Giblin, seconded by Sandy Herman, and passed unanimously.
TREASURER’S REPORT
Allison posted a copy of income/expense report from 9/1/19-10/31/19 on the screen. She also gave a report of Charitable Giving from 10/6/19 thru 11/9/19. These 2 reports and other detailed accounts are posted on our website. It was noted that the board had approved a donation of $100.00 via e-mail for the Feast of Sharing event held this date.
OLD BUSINESS
Ghostly Tours
Allison acknowledged the many people that helped make this event successful. She read the letter sent to all that helped, and gave a special thanks to those in Unit 1 that helped make this year’s event truly memorable. Approximately 173 people partook in this event and $865.00 less expenses were made.
Trail Cleanup
The last cleanup was done 2nd week in Oct. with 12 volunteers. The adhoc committee consisted of Bob Hendricks, Lisa Vale and Megan Vale. Bob gave a detailed report on how successful it was cleaning the trail from Scales road along the creek. Ryan Alexander used his personal Kubota to help move large trees and widen the paths. Ronnie Lande used his personal DR machine, worked with his wife and did what had to be done. The three committee members offered to spearhead the next trail cleanup. Small discussion as to if this remains an adhoc committee or make it a regular committee. Nothing decided. Might concentrate on the path from Unit 38 to Golf course for next project.
NEW BUSINESS
Charitable giving
It was previously discussed but we needed a vote to give $300.00 to 4H/Kinney County Livestock Show. Lisa Vale motioned, Sandy Herman seconded, and motion passed unanimously. Check will be written and given to their representative.
Constitution/Bylaws Amendments
It was noted that while Kathi cleaned up our room at Shafter, she found some items concerning the constitution and bylaws that were not added to the past and current ones. She agreed to look further to see if any documentation could be found where 2/3 of majority voted for the changes. Allison pointed out that the 2 seats vacant next year will be the president and treasurer. She is filling in right now as we have our annual meeting in Jan. She will not run for any position again. She will stay on till our April meeting as that would be when we decide if we should dissolve. April meeting would be the recap of Ft. Clark Days. Suggestions followed about joining forces with Preservation committee. Money from Ft. Clark Days could be placed in escrow and withdrawn as needed for specific projects. A lengthy discussion ensued regarding the future of Community Council. It was agreed that Community Council should establish a Board page on our website where members can contact one of the board trustees to express their concerns. It would also be on Facebook.
Rental Space of Shafter Hall
Another lengthy discussion followed regarding the Dispatch stating that we would have to remove our items from Shafter. In attendance were 3 people from Preservation Committee that gave details about this incident. The people that are on Preservation had nothing to do with including Shafter Hall in their next project. It only had addressed items in Seminole Hall. A lengthy discussion followed with many thoughts, suggestions, and comments. It was agreed that Kathleen Warm would address the FCSA board at their meeting since she wrote the first letter to the FCSA president regarding this topic.
Allison should pictures of Shafter Hall and the 2 rooms that FCSCC has items in. The pictures also showed the condition of the floor and other items scattered in other rooms. It was mentioned that a lot of the items were sold at FCSCC garage sale in the spring. A bunker might be usable for items, but not long term as it is just a bunker. FCSCC has contact with an attorney should we need to go that route. Suggested was to post this topic on Facebook stressing that Preservation did not have anything to do with including Shafter Hall in the Dispatch. FCSA Board took it upon themselves to add it.
Nominating Committee
Needed were 3 people to volunteer to be on the committee. No one volunteered.
December Movies
Dec. 14. No movie chosen. Dec. 19. Nutcracker Ballet.
Fort Clark Days
Next meeting. Nov. 12, 6:30 p.m. Dickman Hall with no room charge.
Texas Hold’Em. Nov. 23, 7:00-11:00 p.m. Dickman Hall. Limited to 49 people total. More dealers needed.
New Year’s Eve Dance Dickman Hall. Limited to 49 people total. $10.00/person. Discussion: maybe Karaoke, maybe canned big band music with pictures/movies of big bands on the wall. Looking into having music discs made with all types of music on it.
