Meeting Minutes November 14, 2020

Board trustees present: Natanya Wilkinson, Linda O’Brien, Allison Watkinson, Kathleen Warm, Dennis Leff, H.N. Bitter.
Board meeting called to order by Natanya at 9:34 am.
Items discussed
FCSCC Facilitate BOD Election Forum A lengthy discussion including Forum protocol was discussed and notations were made on the document. Questions would be submitted from the audience, written and placed in a basket, and asked via Facebook, and live streamed. Safe distancing would be practiced and a drive-by for people to submit written questions would be offered from 9:00-10:00. The forum would be held Saturday, Nov 13, 2020 at the Post Theater.
Unit Clean-up Announcement and Google Form Natanya would e-mail Google forms for the clean-up, and forms would be available on our Facebook site, our web site, and hard copies would be available at Administration.
CC BOD Elections We need new officers. Kathleen, Secretary term expires. She cannot run again for same position. Linda, Vice President will not run again. Terms expire and new officers elected Jan. 12, 2021.
Community Council Meeting
The meeting was held at the BOD room and called to order by Natanya at 10:02 am.
There were 9 members present and the meeting was also viewed on Facebook.
Invocation H.N. Bitter delivered it and the Pledge of Allegiance followed.
Correspondence None
October 10, 2020 minutes were read by Kathi, approved by Natanya and seconded by Linda and motion passed. Minutes would be posted on our web site.
Treasurer’s report Allison gave a detailed report on the accounts of Community Council and Fort Clark Days. We had $46.00 in donations, and 2 movie donors. Concessions made $39.15. Our license fee for November will be $110 as the movie will now be shown indoors. Yvette Garcia will mist the theater at 6:00 between the movies. CC will purchase the movies from the red box at a reduced rate. We still have to Pay Swank for the licensing.

GM Update Alan could not be here as he was out of town. Allison and others commented that he is always willing to get involved.
Hunt Program Overview Dustin Smith gave an informative, detailed account and report about the program and why we are doing it. He went into great detail about the life cycle of Axis, the forage of both species, the overabundance of each, and the guidelines directed by Texas Parks and Wildlife. He also detailed the cost for harvesting. He mentioned the need to keep both herds in check and what would happen if we had an anthrax or blue tongue outbreak here in Kinney County.
OLD BUSINESS
Commissary and Seminole Clean-up review H.N. reported that at least 10 people showed up with loppers and rakes. The Empty Saddle had already been cleaned as was Creekside. People came out and did what they could do. Linda reported that volunteers have been working on cleaning up the kitchen area at Creekside with an expected opening Jan. 2021. They are meeting Monday evenings and are working on the kitchen area at Dickman.
Oct. Movie review There about 50 people for the movie and about 10-12 volunteers. Having the movie at the amphitheater was a great place.
NEW BUSINESS
“Playing with Fire“ will be shown at 4:00 and 7:00 Nov. 14.
December movies sponsorship There will be the school movie on Dec. 16 & 17 with another showing Dec. 18. Community Council has a sponsor for Dec. movie. The sponsorship cost for indoor movie is $110.00 a month for 2 showings. Jan Metcalf will look for a December sponsor.
December clean-up project Unit 15 It will be at 9:00 am and people will meet on the right side green area from Ft. Clark Road. It will be advertised in the Dispatch, our website and on Facebook.
Election Forum Discussion The forum will be held Feb. 13 following a very short 10:00 am Community Council meeting. Please wear a mask. Allison will be the moderator. Forum changes written on our suggested protocol will be reviewed at our Dec. meeting.
FORT CLARK DAYS UPDATE
Allison contacted various groups and people via e-mail to let them know that we had cancelled FCD 2021.
Club Reports
Garden Club will decorate outside Adult center Dec. 1
Member comments/concerns Linda stated Preservation enjoyed working with Community Council. They are meeting at Dickman Hall every Mon. evening at 6:30 to clean up the kitchen area.
Linda stated that there are some cages at the stables that need painting. Paint and brushes will be provided to volunteers and they may pick their time to paint.
Announcements
Linda stated that there is consideration on having a workshop on reading and making changes on FCSA documents. Many of them are not being read by the members, and some of the documents are confusing and do not apply any more. Some of them are out of date. Travis Huey has agreed to start the process. It was suggested that the details be placed on the Dispatch so concerned members could read them before the workshop. A half hour would be allotted at our Dec. meeting for discussion on the Declarations. After that, discussions would be on the FCSA Bylaws and Rules & regulations. Declaration document will be added to our Dec. agenda.
Next meeting is Dec. 12, 2020. There being no further business, Natanya adjourned the meeting at 11:10 am.
