Secretary's Report: Janet Miller read September minutes - Maria Martin Motion for approval, Richard Moore 2nd - Approved
Treasurers's Report: With sudden loos of Frances Bitter, Maria Martin read only bank balances from September 30th. *these are only preliminary.
FCS Community Council Checking Account
September 30, 2025 balance *$8,728.13 Note: $ .35 in reserve for recycling forklift. $1,238.91 in reserve for adult center. $9,748.80 in reserve for Pickleball. $1,000 in reserve for stables. $100.00 Dickman Hall.

Committee Reports:
Pickleball: Chip Riggins - Deck completed, and one cost of acrylic sealer applied. It was discovered that many more coats of acrylic sealer will need to be applied. Will be looking for volunteers. Maryann Oliver will start creating app for Pickleball. Thanks to all volunteers.
First Annual Organizational and Networking Meeting: Maria 2nd phase meeting with club was held on September 19th in Dickman Hall. Great meeting with sharing of information. Next phase will incorporate Brackettville. <aria Currently working on list.
Fall/Spring Raffle: Richard - Fall Gun Raffle flyer completed and has been posted
FCDs: Marla Palmer- Fundraisers so far have been successful. Next one will be at movie. night October 11th - November 22 Fall Festival flyers made and posted. Next meeting of committees October 26th on Boardroom. Need food vendor chair.
Pool Hall (planning phase) - Richard - pool tables will remain where they are. Need window repaired & possible a/c unit put in window at later date.

AED: outside equipment purchased for Gym. Pending from GM

Community Council Director at large - Maria Martin motion accept Marla Palmer, Janet Miller 2nd - all in favor. Marla was sworn in. Welcome to the team.
Creative Collective Art- Eve Huey invited all to come to look inside old pottery room. Exciting art projects, space available. They want to expand into old gym area. They will refurbish. Working with GM for possible 2year agreement. Working on kid projects. Warren Thompson offer tools, wood ect. Please note this is a alternative NOT replacement to Art Studio.

Hocus Pocus Movie with FCDs committee doing concessions on Oct 11th and Edward Scissorhands with Golf Cart Parade - FCDs concession Oct 25th
Community Concerns:
(1) Richard - in response to last month's concern from Alicia Christian. Colored stickers are being used by security. Guest are responsible for keeping stickers in window, however Richard noted he was parked by NCO Club & saw at least 12 people remove stickers by the time they passed him. He will discuss with Matt. DPS is stopping people to remove stickers because size causes obstruction of view. If you see a vehicle without tag, report to security.
(2) Richard spoke with AEP & they sent guy out - trimmed 6ft away from line & transformer by Eva Stewart property.
(3) Richard checking on dog ordinance & working with County
(4) Architectural Committee needs volunteers!!
(5) Marla asked if FRM are allowed to call and allow guest on fort when they don't live on fort?
Memo stated security knows who is allowed on Fort & has list.
Community Council Positions: Expiring in Jan 2026 President ( Richard) position - (due to work schedule), unable to run again. Treasury position - Note: Frances Bitter passing. Need someone with accounting skills preferable.
