Meeting Minutes September 10, 2016

Called to Order:
At 10:02 am, followed by the Pledge of Allegiance.
Approval of Minutes:
Minutes from the June 11, 2016 meeting were reviewed and approved as presented. It was noted in the June minutes that the $2000.00 received by the Fort Recycling Center stays with the Fort and not the Community Council. The money is to be used to help defray the costs of transporting the recyclable material.
Community Council President Update
It was announced that due to moving out of state, Norma Rowland has tendered her resignation as the President of the Community Council. Judie Winchell, CC Vice-President will serve as interim CC President until the Community Council Board can hold an election for a new President. Election results will be disseminated at the next Community Council meeting.
Treasurer’s Report
Presented by Allison Watkinson, Treasurer, with a copy attached to the permanent set of minutes. Report was approved and accepted as presented.
Ms. Watkinson also noted:
· There is a small amount of additional money for the 2017 Fort Clark Days that has not yet been transferred into the account.
· The need for additional money to continue the repairs on the broken windows in the airport hangar (approximately $2500.00).
· 2016 Fort Clark Days t-shirts are still available for purchase in the Front Office, Pro Shop and the Adult Center.
Old Business
Board of Trustees Response to Concerns Regarding Unfair Business Practices – The local roofing company currently renting a space on the Fort is doing so to make repairs in a more time efficient manner; the rental is temporary only. They have multiple private home repairs on the Fort as well as the contract to complete the Fort building roof repairs due to the March 2016 hail storm. Please note, the company is not allowed to advertise while on the Fort.
CC Electric Bill Review Results – There is still no answer as to why the Shafter Hall electric bill has been so high recently. The CC Board will report back on this topic when more information becomes available. Community Council meetings will continue in the Board Room through the end of the year unless otherwise noted.
Update on Termite Damage at the Stable – Termite damage has been addressed at the stable.
Request for FCSA HOA Restrictions to be Re-Posted on the Website – The FCSA Declarations, Rules & Regulations and HOA Restrictions are currently being revised and will be posted after completion. Chuck Fields will take the request to have the CCOR’s (Individual Unit Regulations) placed on the Fort’s website as soon as possible. Even if they are outdated, they are what is currently in use. A suggestion was made to include in the revisions that landlords are responsible for their tenants (both short and long term) following each Unit’s CCOR’s and will be held liable for any non-compliance.
Dumping & Green Space Maintenance Complaints – Mr. Fields reported that a continual manpower shortage in the Maintenance Department is still a problem; however, two new employees have been hired. The need for a new garbage truck is still an issue but is a work in progress as well.
Correspondence Update
The Community Council received a “Thank You” letter from the Kinney County Chamber of Commerce; acknowledging their support and donation for the new signage located at both sides of Hwy 90, leaving and entering the town of Brackettville.
Fort Clark Days 2017 Update
Discussion on how best to utilize the FCS airport hangar during the upcoming 2017 Fort Clark Days.
Available Committee Reports
Garden Club:
· A trip to the garden store and lunch in Uvalde planned as well as a trip to buy wildflower seeds with lunch at a tea room.
· Wildflowers will be seeded at the Fort in late October.
· A trip to the International Water Lily Festival in San Angelo is planned on 09/24/2016.
· Would like the Fort to commit to watering trees if the Club plants them.
· Signs will be set out in the spring showing designated “Wildflowers, No Mowing”.
Recycling:
· A full truck with 44 gaylords of recyclable material was sent out last week.
· Reminder that the Recycle Center is not open on holidays.
· Recycling Center is in need of volunteers.
· A sign stating “No Dumping or Throwing Trash Over the Fence” was requested to assist with informing members of the rules. The Community Council made a motion and approved to pay up to $100.00 for a sign with a recommendation of utilizing Cannon Printing in Del Rio for making the sign. Mr. Fields agreed to follow up on this request.
New Business
RGEC Meeting Date Conflict – Members were asked if there was any interest in changing next month’s meeting date to the week before or after the regularly scheduled meeting due to a conflict with the planned Rio Grande Electric Coop meeting scheduled in Fort Stockton on 10/08/2016. Members agreed to keep the October Committee Council meeting on the regularly scheduled time/date of 10/08/2016 at 10:00 am.
Fort Clark Days 2017 Update:
· Community Council members and the Executive Director are now meeting weekly to work on planning the 2017 Fort Clark Days.
Haunted Hayrides/Ghostly Tours Update:
· Currently planned for 10/15 and 10/22.
· Need volunteers for Sign-in / Greeters / Refreshments, please contact a Community Council Board member if you are willing to volunteer your time and talents.
· Suggestion to have the National Honor Society member serve refreshments.
· Suggestion to have individuals in their golf carts follow the hay wagons on the tours but it was noted the riders in the carts would not be able to hear the tour guide.
· Each tour is expected to last approximately 1 – 1 ½ hour.
Movies on the Fort:
· The Community Council and the Fort is reviewing the possibility of hosting movies on the Fort, starting with a Halloween movie at the Post Theater. More information to be disseminated as it becomes available.
Member Comments
Due to Shafter Hall not being in use to no air conditioning, it was suggested to unplug the refrigerator and move the Community Council candy and soda supply. Mary Frances Partlow offered an extra refrigerator at her home as a temporary storage place. A suggestion was made to give all unsold sodas to the Teen Center so they can sell them to raise money for the Center.
A request was made to have current trash pick-up information posted on the FCSA website or sent out via email to members; as well as a reminder that property owners are responsible for their tenants following trash pick-up rules. Members and renters need to be reminded of what will be picked up and what costs extra for pick up due to charges for having it properly disposed of. All present were reminded that leaving trash out is a finable offense and is in violation of all Units’ CCORs.
