Meeting Minutes September 10, 2022

No pre-board meeting held.
Community Council Meeting
Meeting called to order by Helena at 10:02 am. There were 8 members present.
Moment of silent followed by Pledge of Allegiance.
Secretary’s report- minutes of June 11, 2022 were approved via email and are posted on our website.
Treasurer’s report- FCSCC account balance August 31, 2022 $4,950.56 with $2,000.00 earmarked for improvements for adult center. FCD account balance August 31, 2022 $3,874.69.
NEW BUSINESS
FCD Donations
Letters are being sent out to businesses asking for donations. Rio Grande gave $500.00 and Chicago Title gave $250.00. Hoping to get commitments by January 15, 2023.
OLD BUSINESS
Adhoc committee report
The committee did not meet, but Allison met with Alan and had a very lengthy discussion. Areas of concern were bathrooms on second floor of adult center. Must find out if the leak is in the bathroom proper or inside the walls. If inside the bathroom, Phillip will help repair the leak. If inside the walls, we cannot do anything about it due to the presence of asbestos. Other considerations were to fix up the 2 dressing rooms behind the stage at the Post Theater or fix the concession sink. Allison also mentioned that the Nomad organization will be here for 3 weeks starting Nov. 17. It was suggested that they might be able help with any of these projects. FCSA Board does not have to approve them as there is no cost.
Ghostly tours
Allison will not head Ghostly Tours. She will only help set up the website for online payment and scheduling. She suggested that if we go through with the tours, the dates should be Oct. 15 and 22 as those dates will not interfere with the high school football games. A chairman or 2 co-chairs are needed to head this venue. Mr. Robert Stanley, teacher, and Sheri Newman may be able to help.
Fort Clark Days
A chairman or 2 co-chairs are needed to head Fort Clark Days. The different departments for the festival are already filled except for arts & crafts, porta potties, and vendors. All information is on our FCD website. It was suggested that these notices be posted on the Dispatch asking for volunteers to fill these vacancies.
Rio Grande Electric Co-op Sharing Success Grant
Helena gave a very detailed report on the progress of FCSCC application for a portion of the grant money. We were awarded $1,000.00. She stressed the importance of getting a baler. A new one is about $17,000.00. A used one is about $10,000.00. She is going to contact someone from the City of Brackettville to find out if they have a baler that was granted to them years ago. We might be able to purchase it. Since many of the members and the public use the recycling center, it was suggested that the various clubs and individuals be contacted to make a donation.
MEMBERS’ COMMENTS
Why does CC have to give the entire proceeds from our reimbursement to the FCSA general fund? Maybe give them a percentage. Comment was that if there is not any binding contract, why don’t all the proceeds go back into the recycling program
T-Mobile also gives grant money. Can we apply with them?
Check with Mrs. Eliza Diez at the school about recycling paper and plastic bottles from the school.
Joe Aleckness and Helena McBride are going to show a video at Rio Grande’s annual meeting Oct. 8. about acceptable items. It was suggested that some people do not have computers or know how to log on to venues, so perhaps flyers could be printed to hand out when people come to recycle.
Aluminum is our biggest profit. Please take off lids from plastic water bottles. A lengthy discussion about possibilities where various containers for aluminum cans could be placed during FCDs and types to be used. Wire containers vs. plastic cans. Visible and easy to clean.
