Meeting Minutes September 9, 2023 Submitted by Frances Bitter
Meeting called to order at 10:00 a.m. by Barbara McFadden.
June minutes were approved.
Treasurer’s Report:
At the end of July the Community Council account had $4,474.91. Money was shifted from the Fort Clark Days account leaving them $4000.00 start up and an anonymous gift of $5,000.00 was given for the Recycle Center. The balance at the end of August is $13,183.79. The Fort Clark Days account at the end of July had $10,422.23. Money was moved from the Fort Clark Days account to the Community Council account leaving a $4000.00 start up for Fort Clark Days. The AEP Foundation gave a grant of $5000.00 for Fort Clark Days. The balance at the end of August is $9,000.00. H. N. moved to accept the Treasurer’s Report, Barbara seconded. Motion passed.
Eclipse Committee:
Next meeting will be September 27, 2023 at 6:00 p.m. in the Boardroom. Kickapoo Caverns is having an all day event on October 14, 2023 for the Annular Eclipse. The park is free that day and will have bat return, cave tours, and eclipse viewing.
Fort Clark Days Committee:
Had first meeting September 6, 2023 and set a record for turn out. Everyone is excited and ready to start work. All chairs are in place. Next meeting will be October 4, 2023 at 6:00 p.m. in the Boardroom.
Unfinished Business:
The Community Council and the Board of Directors have agreed to present at the September board meeting the needs for Fort Clark Days and the Board will give approval or disapproval at the October Board meeting every year.
New member packets - Christina and Carly are working on the packet. Any suggestions are appreciated.
New Business:
Suggestion to move the Bugle Box. We currently have no Bugle or Dispatch. Box will be removed, repaired, and installed in a different location. The Welcome sign has been removed from the Powder Magazine for repair and will be replaced with an Information sign. There will be a quest for volunteers to start a new Dispatch. A marker will be researched for the Powder Magazine since it is the oldest building on the fort.
There was a donation request from the Church Alliance for the Community Council to fund a hole for their annual golf tournament. Committee agreed to donate $100.00. The golf tournament will be October 21, 2023.
Chad Potts would like to donate $25,000.00 of equipment and installation for communication. It will include 8 radios, antenna, etc. We will have 5 bandwidths to operate on. The Ham Radio Club will do the installation. Community Council agreed to accept the donation with the Board of Directors buying 2 more radios so 4 would be available for events. The Fort will pay the FDC fees every year. Christina Bitter moved the gift be accepted, Janet Miller 2nd. Motion passed with the majority in attendance.
Announcements:
The garden club will meet September 14, 2023 at 9:30 a.m. at the Community Garden in Brackettville.
Post Theatre marquee is very close to completion. Plan to have lighting ceremony followed by an outdoor movie with concessions. Dave Loftus is good at setting up sound and Allison Watkinson can handle the projector.
Community Concerns:
The gate at the end of Fort Clark Road needs to be locked at sundown every day. It is left open a couple of times a week.
Need to contact Rio Grande Electric about getting a light poll on the corner of Fort Clark Road and Fairway Circle.
Where are we on the opening of the Adult Center?
Are there plans to finish the remodeling in the Post Theatre where the floor was removed?
