Meeting Minutes February 8, 2020

Board trustees present: Natanya Watkinson, Linda O’Brien, Allison Watkinson, Kathleen Warm, and Sandra Vance.
Board discussed the spaghetti dinner. Monthly movies were tabled until after FCD and we see what FCSA board and FCSCC board decide about usage agreement with the Post Theater. Feb. 22 is a parade honoring women’s right to vote. Board decided we could participate in it if we want. Dress up in period attire. Board voted to give at least one $500.00 scholarship to a high school graduate. If funds allow after FCD one more award may be given. Kathi Warm will post a PSA in the paper. Gun Club gave a check for $1,000.00 for FCD.
Community Council Meeting
The meeting was held at the FCSA boardroom, and called to order by Natanya Watkinson at 10:02 a.m.
There were 37 members that signed in.
Invocation was given by Charles Fields, and followed by the Pledge of Allegiance. New FCSA board members present were Sandee Hagen, Dustin Smith, Robert Mumme, and Reanna Hay. They were all welcomed.
Minutes of Jan. 11, 2020 were approved by the board via e-mail and posted on our web site.
Treasurer’s report
Allison posted an income/expense report for FCSCC 1/1/2020- 1/31/2020 and explained the statement. It was noted that we had $1,325.15 for FCD infrastructure.
Allison posted the income/expense statement for FCD 1/1/1 20-1/31/20 and noted actual bank balance of Feb. 7, 2020 is $6,099.57. Statements are posted on our web site as are detailed PDF’s for both accounts. She had received some checks that were not yet deposited.
NEW DISCUSSION ITEMS
FCD UPDATE
Allison showed the sponsor list on screen. Volunteers are still needed. T-shirt template was shown on the screen. Buttons were given to all present. Dennis Leffs said he is okay with getting volunteers. Stephen Fox is contacting National Honor Society students to help him. Helena wanted to make sure there would be trash cans for recycling. Kathi Warm inquired about FCSA doing beer sales. Sandee Hagen said it depends on TABC getting the paperwork back to us. T shirts are being ordered from Karen Mann. Buttons will be sold for $2.00. Allison showed posters that were made using a new digital program. Sandra Vance discussed getting participation from Ft. Sam Houston and getting social media out to San Antonio.
Robert Mumme discussed his filming with his class and the 6 videos that were made on Ft. Clark. The culinary program will be doing a study on hospitality and tourism.
Allison reported that we will not be using the Commissary as there are not enough vendors. Arts and crafts will be in Seminole Hall, and we have space for 24/26 vendors with table prices of $35.00. Shafter Hall will house the bake sale and art show. It may be done in the back room of Shafter. Robert Mumme said he would send a usage proposal agreement for CC to use Shafter as a storage area to the FCSA board. Bob Hendricks gave a report on the names of the food vendors that will be at the venue. Allison gave a lengthy report on the number of living historians coming and where they will stay. The ham club will be involved with the 5K run.
Allison mentioned that people should nominate Warren Thompson for Member of the Year, as he does so much for the Fort.
Sat. Feb. 29 will be a cleanup at Seminole Hall and Shafter. Phyllis said they could use the back room at Shafter Hall for bake sale.
FCSCC TABLE
Only if we have volunteers and can promote what we have to offer. Posed to Board, maybe it could be in conjunction with FCSA showing what Fort Clark has to offer.
CLEAN UP
Clean up areas prior to FCD were mentioned and should be coordinated with Phillip.
Valentine’S Dinner
Valentine Dinner update Friday, 14th. Specifics given by Vickie Lee. People to set up and clean up are still needed.
Theater Usage Agreement
Movies at school theater/pavilion tabled. Wait and see what FCSCC and FCSA agree on prior to April movie schedule.
INFRASTRUCTURE FUNDS
Allison said FCD funds could use the $1,300.00 to pursue looking into a movie screen for post theater. Picture of inflatable screen was shown. Lengthy discussion about the inflatable screen also followed with pro/con comments from audience. Audience feedback-Lisa Vale-too noisy due to fan running. Dustin Smith-experienced it in a park and found it was fine. Phyllis Giblin-too large for the theater. Chuck Fields-could be used anywhere since it was not permanent.
Discussion about purchasing sound equipment followed. It would be similar to the equipment that Old Quarry has. Allison showed pictures of the speakers, wireless microphone and sound board with a budget of less than $1,300.00. Motion made to allow Community Council to look at purchase with a $1,300.00 limit. Chuck Fields motioned, seconded by Dennis Leffs. Motion passed/one opposed.
Rules and Regulations
Sandee Hagen said the new board has not looked at them yet. Motion to table the topic made by Barbara McFadden and seconded by Helena McBride. Motion passed.
OTHER BUSINESS
Sandee mentioned that they hired a HR person. A check for $1,000.00 was presented to Allison from Helena from funds left over from the FCS Removal Committee. The committee voted to give these funds to FCD’s account.
Chuck Fields made an announcement of the traveling Vietnam Wall that will be in Del Rio from Mar. 5-Mar. 8, and put a sign-up sheet in the back for those that want to volunteer.
Natanya is accepting events and announcements from the community and clubs to put on Facebook.
