Meeting Minutes October 10, 2020

Board trustees present: Natanya Watkinson, Kathleen Warm, H.N. Bitter. Allison Watkinson present via Facebook. Absent: Linda O'Brien, and Dennis Leff.
Board meeting called to order at 9:42 am by Natanya.
Items discussed Fort Clark Days, 2021 It was discussed that perhaps we should vote via e-mail to either have it or cancel it, and not watt until our December meeting to vote. That would give us more time to notify the Living Historians and committees. We are still not sure when the Covid vaccine would be ready, and March is too soon to have the event.
FSCC facilitate BOD election forum Discussion about should we moderate the forum, how would it be done, and when. Kathi noted that we have had the forum the week before the ballots went out. The forum took the place of our February meeting.
It was also noted that we may not have a good turn out today as Rio Grande's annual meeting is also today. Kathi Warm, Secretary and Linda O'Brien, Vice President terms are up in January, 2021. Neither one is seeking an office. Only "lot owning" members may run for office. Information about the FCSA election committee was discussed. They do not moderate the forum. Any moderator must not be prejudice against anyone running for the FCSA Board.
Community Council MeetingThe meeting was held at the BOD room. It was called to order by Natanya at 10:05 am. There were 4 members present, and the meeting was also viewed on Facebook.
Special wishes were sent to Robert Mumme as he has stage 4 cancer. Cards are in Admin. for anyone that wants to sign them. Due to his condition, we probably will not see him too often as he starts his treatments.
Invocation H.N. Bitter delivered it and the Pledge of Allegiance followed.
Correspondence None. Natanya did mention that we had received the $500.00 reimbursement from UTSA as our Scholarship recipient Mason Eckenrod had changed his mind on attending that school.
Sept. 12,2020 minutes Kathi reported that the minutes were approved by the board via e-mail and posted on our website.
Treasurer's report Natanya read the October 10, 2020 treasurer's report. Our September 30, 2020 ending balance is $186.45. She noted that the $500.00 reimbursement check had not been posted, and we will have additional expenses of $100.00 for the Kinney County Church Alliance golf tournament and
$205.00 for this month's movie license. Because it is outdoor, the cost is more. Natanya also mentioned that the Feast of Sharing was cancelled, but KCCA (Kinney County Church Alliance) will be helping FCA Fellowship of Christian Athletes) with Thanksgiving baskets. The expenses of $105.72 were for plastic storage containers, a step ladder and a broom/ dustpan purchased for our storage room at Shafter.
Other topics The Board approved the donation of $100.00 for the Kinney County Church Alliance golf tournament via e-mail. It was reaffirmed that we are back in our old storage space in Shafter after cleaning and painting it. We will still have our monthly meetings at the BOD room as Shafter still has a lot of motel furniture there.
GM Update Alan Peterson did not attend, but it was suggested that he beinvited each mont h. It would create a good relationship between CC and FCSA.
Overview Hunt Program Dustin Smith was invited to speak regarding the harvest but did not attend. It was presumed that something came up since he is with theBorder Patrol
OLD BUSINESS
Creekside Patio Clean-up Review We had about 20 people there, including 6 Honor Societ y students that helped with moving tables, painting them, picking up limbs and branches, and fixing old chairs. Alan Peterson and Philip Garcia also did a major clean-up of the old structure that was used for Friday fish frys. Alan cleaned out the storage room behind the restaurant. Linda and Sharon cleaned out the kitchen equipment and moved items out for inventory. We will have another day of cleaning, power washing, and more on Monday, Oct. 12 as that isa holiday. The day starts at 8:00 am and goes until 11:00 am. We will see if more Honor Society students would want to help. Nat anya stressed that everyone can help, and they may help as long as they like. It would be nice if time was found to paint the metal garbage cans. The Bitter family did a lot, and David Bitter did a wonderful job power washing a large port ion of the patio. Natanya mentioned that the fire department building would be converted to a volunteer site for people to work on tasks. It was noted that the wooden patio chairs would be moved there and prepped for painting. Folding metal chairs would be brought to Creekside for now.
September Movie Review There were about 20 people there in the Amphit heater. Allison advertises with the posters, and Natanya does the Facebook and Dispatch. The attendance may have been low as the advertising didn't getout soon enough. Soda and water were for sale, and people could bring their own snacks. A lengthy discussion about why we had it there and social distancing was not a problem. The movie was shown on the wall, but it was discussed that wearestill looking at purchasing a blow-up screen that could be used in many places. Thoughts were to use it at Creekside and place it across the creek so more people could sit on the patio or green area. Discussion about having the amphitheater sprayed for insects, and during the summer, as that place is extremely hot.
Fort decorated for Halloween Natanya, her two children, and Kenda put up the decorations and solar lights at the entrance and by Securi ty. She mentioned that there were enough volunteers.
Reminder Ghostly Tours Cancelled It was again stressed that the FCSCC Board voted unanimously to cancel the tours this year due to the virus.
NEW BUSINESS
Troll World Tour Tonight The movie will start at 8:00 pm with open gate at 7:00 pm. Soda, water, and popcorn will beavailable for purchase. Also, patrons may bring their own snacks and bug spray.
November Movie resumes in Post theater The November movie will be in the Post Theater, and there will betwo showings. One at 4:00 pm, and the other at 7:00 pm. Reservat ions may be required if we have enough interest. Families will still sit together, and we may block off seats for social distancing. It was suggested that we try to get businesses to sponsor a movie. Suggestions were to contact the solar farm people, the windmill people, and the pipeline people. A donation of $500.00 would cover 5 months of movies. Nothing was decided on who to contact.
November Clean-up Project Commissary and Sem inole Halt. Nov. 7, 8:30 am-10:30 am. CC, Preservation Society, and volunteers are needed to help clean up the outside of both buildings. MK Builders has worked on the outside of the Commissary building. Cleaning up the surrounding grounds are the next task. Water and soda will be provided. Bring any tools you can use like lawn mowers, weed eaters, chain saws, rakes.
December Clean-up Project Unit 15. Dec. 5, 8:30. Linda O'Brien will get letters to individual lot owners letting them know what CC and FCSA has planned . An information, permit, waiver form will be available for people to sign before the project is started. Forms will be available on our website, Facebook, and hard copies will be available at Admin. Fort properties have already been identified for us to work on. Unit 15 is large so we may have to revisit it for our Jan. clean-up. Bill Herman suggested that in the forms, we mention that donations are very well appreciated. A separate bank account might be set up for those donations.
Representative from each unit If you know anyone in the unit that we are planning on working in, please give CC a contact number. It is better for us if there is a rep. from the unit to help coordinate our plans.
Community Council to facilitate BOD election forum A lengthy discussion followed about how it was done in the past, where it has been held, who selected the moderator, time allowed for answers, how questions were selected, and more. CC will propose this thought to the BOD at their next meeting. It would be held at the NCO Club because it is a larger building.
FORT CLARK DAYS UPDATE
We had decided to make a decision to cancel Fort Clark Days, 2021. A motion was made by Natanya to cancel the event and seconded by Kathi. H.N. voted yes, Natanya voted yes, and Kathi voted yes. A phone call was made to Allison and her vote was yes. Motion passed. Fort Clark Days, 2021has been cancelled. Living historians, committee chairs, and others that are involved will be notified.
Club Reports
Garden Club Phyllis said that they just had their meeting Thursday at a private house (Mary Frances Partlow's Place). They meet the second Thursday of every month. They are planning on having a p lant sale and garden tour in April, 2021. The sale may be at the flower garden, and maps will be available so people may tour people's gardens.
Members Comments/ Concerns A member wanted to know who to contact regarding the Airport Committee. Maria Perkins is no longer involved. Stan Martin is the one to contact. (This was all hearsay so we willpose this concern to the FSA board.)
