Meeting Minutes September 12, 2020

Board trustees present: Natanya Watkinson, Linda O’Brien, Allison Watkinson, Kathleen Warm. Member-at-large: H.R. Bitter. Absent member-at-large: Dennis Leff.
Board Meeting called to order at 9:25 am by Natanya.
Items discussed: Fort Clark Days 2021. We have enough funds for the living historians. May not order T-shirts. It was mentioned that having volunteers wear them did help attendees get information. We were fortunate that we had the 2020 venue before Covid shut down the whole world. Allison pointed out that the living historians would like to bring more canons. A lengthy discussion followed about us live-streaming the canon firing, and also putting it on Youtube. If we did a virtual venue, the living historians would probably not come as their biggest enjoyment and purpose is to interact with the students, and educate the public about living in early years past. Dependent on the status of the virus would determine if we even have it as it was mentioned that the schools will probably not come, and attendance for children and adults would be down. Vendors might not come either. We will monitor the progress of the vaccine, and we will make a decision by our December 12th meeting. T-shirts that are left would be sold at Sutler’s Store, and Community Council would get all the profits. Kathi thought that we could sell our pins from past Fort Clark Days at the Sutler Store along with dog tags. Thoughts were to sell them for 50 cents each and split the cost. It was agreed that she will get with Linda and give her some pins and dog tags to take there. Linda will talk to Patti Nowell about selling these items at Sutler’s Store. It was agreed that we keep the pencils, and give them out to the school children. The wooden tokens along with a marketing business card will be put in little cotton bags and be available at the R.V. Park, Sutler’s Store, Administration building, and Security upon approval.
Community Council Meeting
The meeting was held at the BOD room. It was called to order by Natanya at 9:57 am.
There were 5 members present, and others viewed it on Facebook.
A moment of silence was given for 9-11 and Texas responders.
Invocation H.N. Bitter delivered it and Pledge of Allegiance followed.
Correspondence None
Minutes of June 13, 2020 Kathi reported that the minutes were approved by the board via e-mail, and posted on the web site. Natanya states our web site address.
Treasurer’s Report Allison posted a copy of FCSCC balance of $917.19 as of August 31, 2020. Expenses were $7.76 for ice for the clean-up crew in Unit 1. $61.54 included the purchasing of plastic containers that will replace the wooden boxes that we are using in Shafter Hall and for the paint and plaster that was used to repair our storage room. There will be another expense for more storage boxes, a broom and dust pan, and a step ladder in next month’s report.
Allison posted a copy of FCD balance of $7,898.44 as of August 31, 2020.
Both checkbooks can be downloaded off of our web site. It was noted that the treasurer’s reports go back to December, 2015. It was also noted that minutes go back to January, 2015.
GM Update Alan Peterson gave a small presentation about what he hopes to do, and mentions that there are and will be small changes in the personnel department. He introduced Sherry Neuman as the newly appointed venue/ events coordinator. She is planning on having a Halloween golf cart parade Friday, October 30 with the Jack Clarkson Band playing at Creekside after and snacks will be offered. She mentioned that she is hoping to do a Halloween tournament on Oct. 31. Her big concern was cleaning up the patio at the club house, painting the tables and chairs, and finding bulbs to replace all of the broken ones.
OLD BUSINESS
Unit 3 In June, we had over 20 volunteers that worked various times from 8:00 am. to 11:00 am. The area around Travis Road was mowed, and Ft. Clark lots were cleaned. Many property owners in the unit did help even though some people where older. It was noted that every little bit helps, and having property owners help may make them prouder of the unit as a whole.
It was noted that we did not have a cleanup in July as that Sat. was July 4.
Unit 1 In August, there were again many volunteers that helped clean out the unit, especially along the creek. Vegetation was cleared and steps and places to sit were cleaned. Discussion was that Community Council may return to that area for our Jan. or Feb. clean up, and work on pruning and trimming the live oak trees.
Shafter Hall The officers got together Sept. 5th, and moved everything back into the original room. That room had been repaired and painted by Natanya and her 2 children. Things will be put into plastic storage boxes so we can eliminate the cardboard ones.
NEW BUSINESS
Monthly Movies We will start monthly movies again starting tonight at the amphitheater. That site was chosen as we still have to practice social distancing. There will be soda, water, and small bags of Fritos for sale. The movie will Abominable and will start at 8:00 pm. The monthly movies will be on the second Saturday of the month. Next one is Oct. 10, and will be at the amphitheater. The Nov. movie is planned to be held in the Post Theater and reservations may be required to keep social distancing, and there will be 2 showings.
Ghostly Tours The board voted unanimously to cancel Ghostly Tours this year. There was discussion about doing golf cart tours where you would follow a lead car. Suggestion was podcasts, but time is too short. Community Council will help decorate the fort entrance.
October Clean-up On Oct. 3, we will plan on organizing a work group to clean up Creekside patio, paint the table and chairs, and check out the lighting if bulbs are located. Work group will start at 8:00 am and work until 11:00 or whenever people want to continue. A light lunch will be provided. If more work is needed, volunteers may stay and continue. If more time is needed, time will be set aside so the job can be done by the Halloween tournament on the 31st. Everyone is invited to come and help. Sherry will make the task list so everyone will know what needs to be done. A short discussion about getting the kitchen cleaned and opened up for simple food followed. Nothing was decided.
Unit Representative Natanya proposed that each unit appoint someone that would bring ideas and suggestions about what the top priorities are to clean up their unit. The list should be brought to Community Council and the General Manager, and the 2 groups could work together. Lengthy discussion about which unit Community Council should concentrate on for Nov. and Dec. and Jan. Choices were Unit 15, Unit 14, and Unit 22. It was agreed that Unit 15 should be Nov. 7 and Dec. 5 projects. Jan. clean-up would be Jan. 9 as the weekend before is New Year’s Eve weekend. Natanya stressed that anyone can volunteer, and that Community Council will help those owners that may not be able to maintain their property due to age, or health. Permission would have to be given.
Bill Herman suggested that the Nomads group and the Hope groups might also be willing to offer their services.
Fort Clark Days As was discussed previously, Community Council will decide at our December meeting if we are going to have Fort Clark Days 2021. We will then check with living historians and see if they are willing to come. The FCD committees will be notified one way or another on our vote and corporate sponsorship can be pursued if we go ahead.

Member Comments/Concerns It was mentioned that if you place dryer sheets in various places, that will deter the mice and other varmints from eating your cardboard. It smells better than moth balls. This was in reference to our Shafter Hall room.
Announcements Blood Drive Oct. 23. It is being sponsored by Shalom and headed by Pat Sitzes. 75 donors are needed. It will be posted on the Dispatch.
Adjourn Next meeting will be Oct. 10 with Officer’s meeting at 9:30 followed by regular meeting at 10:0. There being nothing further, Natanya adjourned the meeting at 11:13.
